I need help to figure out this one video game!!!?

There was this video game a few years back that i remember seeing the trailer for on tv. Whenever the commercial came on for it i got really excited cause it reminded me soo much of the game Bully: Scholarship Edition. So in the trailer it starts off with this guy introducing himself and he sarcastically says what nice neighbors he has and then it shows an angry old lady throwing a stick of dynamite. the graphics looked extremely similar to Bully and just the overall feel of it, which is why i wanted it so badly. I'm guessing it came out after 2008 since Bully came out in 2008 and I thought it was made by Rockstar but i did a lot of research and i can't find any Rockstar game that is the same... or so i think. anyways if you could help me figure this out i would be sooo grateful for i have been trying to figure it out for years now. thanks so much!!
